At the Packard Foundation, we support organizations that are working toward sustainable, paid family leave policies in California and across the United States. Part of that work involves supporting research that can inform policy. This report funded by grantee partner PL+US summarizes research and evidence that supports the need for a comprehensive, national paid family and medical leave policy. It also outlines nine recommendations for the ultimate design of such a program, including that it should include all worker types, cover a range of family medical safety and caregiving needs, and ensure sufficient wage replacement. This report is a helpful overview of all the different aspects of paid family leave policymakers should consider.
