Fiona Kirby is a program research analyst at The David and Lucile Packard Foundation. She supports the Foundation’s work to advance a thriving resilient democracy that meets the needs of a politically, racially, and religiously diverse America.
Prior to joining the foundation, Fiona was a management analyst in the City of Santa Clara’s City Manager’s Office, where she supported City Council committees and special projects and initiatives. Previously, she worked as a Finance Budget Analyst at the California Department of Finance. There, she analyzed the budgets of multiple natural resources departments, including CAL FIRE, and made recommendations on findings.
Fiona holds a Bachelor of Arts in Classical Civilizations from UCLA, as well as a Master of Public Policy from the UCLA Luskin School of Public Affairs
