The goal of Pueblo, Colorado grantmaking is to support nonprofit organizations that are located in and/or directly serve the residents of the city and county of Pueblo, Colorado, the city where David Packard was born and raised.

How to Apply for Funding
The David and Lucile Packard Foundation is a private foundation. We accept grant proposals only for charitable, educational, or scientific purposes, primarily from tax-exempt, charitable organizations. We do not provide funding for projects that benefit specific individuals or that serve religious purposes.

Application Process
Please use the Colorado Common Grant Application (CGA) when submitting a request to the Pueblo, Colorado subprogram.  The steps below describe how to use the elements of the CGA to apply.

Note: For agencies or projects that will use services of a fiscal sponsor or fiscal agent, contact Pueblo grantmaking staff prior to submitting your proposal. While we accept the CGA, our rules for fiscal sponsors and agents differ from what is described in the CGA materials.

Step 1: Does your Project Fit within our Guidelines?
Your project should directly serve the residents of the city and county of Pueblo, Colorado.

Step 2: Intent to Apply
If your request meets the criteria described above, we require notification of your intent to apply prior to each of our grantmaking cycles: December 15 (for January 1 deadline); April 15 (for May 1 deadline); and, August 15 (for September 1 deadline). Please submit the Colorado Common Grant Summary Sheet form (www.coloradocommonreportforms.org ) and a brief cover letter to indicate your intent to apply. E-mail submission is preferred.

Step 3: Packard Foundation Invitation to Apply
Staff will respond to letters of intent within four business-days after each Intent to Apply deadline.  Only invited proposals proceed to the following steps.

Step 4:  Submit a Full Application
Proposals are reviewed in three cycles annually.  Full proposals are due by January 1, May 1, and September 1. Proposals should be received by the Packard Foundation on or before the deadline. In the event that the first day of the designated month falls on a weekend or holiday, proposals are due the following workday. Grant proposals are reviewed at Advisory Board meetings held about six weeks after each application deadline.

Deadline for Educational Institutions
In order to make more effective decisions about educational projects, the Pueblo Advisory Board will review requests from local public school districts and charter schools, private schools, and institutions of higher education once annually. The deadline for all education proposals is May 1. Public schools and charter schools seeking support should contact their district grants coordinator to inquire about internal processes and pertinent districtwide deadlines.

For those submitting this way, the proposal and required attachments (i.e., IRS documentation, financials, Board lists, etc) should be emailed as separate files in Adobe PDF (.pdf) or Microsoft Word (.doc) file format only.  Please send your proposals to llazzarini@packard.org; with a copy to mgunn@packard.org . Please note that you do not need to provide paper copies if you submit your proposal by email.

Paper: We continue to accept paper submissions at this time. For those submitting CGA applications in this manner please send one original and two copies of the proposal and attachments, all unbound, to:

Step 5: Proposal Review and the Funding Decision
Proposals for this program are reviewed and recommended by a local Advisory Board that is comprised of Pueblo residents, assisted by Pueblo-based staff.

Members of the Advisory Board are prepared to meet with a representative of the applying organization when the proposal falls within the Foundation's areas of interest.

Pueblo Advisory Board recommendations are forwarded to the Packard Foundation president and CEO for final review and approval. Staff will make every effort to keep applicants informed of the time frame for final review and approval. Grant awards are official when the applicant receives an award letter, generally within three months from submitting the full application.

Grant Reporting Requirements
We require interim and final reports for each of our grants. The reporting phase helps you to communicate with us about your successes and challenges. Your award letter will indicate due dates for the reports required by your grant.
